The 2014 Medicare 5-Star Plan Ratings
Each year, the Centers for Medicare & Medicaid Services use information gathered from member satisfaction surveys, plans, and health care providers to give overall performance star ratings to health plans. The star ratings make it easy for Medicare beneficiaries to compare one plan to another plan.
What do the star ratings measure?
The star ratings measure more than 50 different areas of health and drug coverage services, including:
- how well members rate our plan's services and care;
- how well doctors detect illnesses and keep members healthy;
- how well a plan helps members use recommended and safe prescription medications.
A plan can get a rating from one to five stars. The number of stars shows how well a plan performs.

★★☆☆☆: Below average
For 2014, Independence Blue Cross (IBX) plans received the following star ratings:
|Keystone 65 Select HMO|
|Personal Choice 65 PPO|
These are IBX’s highest ratings since CMS implemented the Star system in 2007. In addition, IBX has the highest rated PPO plan and one of the highest-rated HMO plans in the five-county region.
The improved ratings are a reflection of IBX’s ongoing commitment to provide customers with innovative health plans that deliver the highest quality care and exceptional service at affordable prices.
